In bug 181, raj changed the behavior of the bounds argument for the
NormalVariable class and subsequently pointed out that this behavior was not in
line with what other subclasses of RandomVariable do. 

This sounds like bad API. We should be consistent.

Resolved by the RNG API changes merged for ns-3.4
