Due to library location reorganization waf-tools/boost.py script is not able to detect proper location of installed boost libraries.

This issue was recently closed in waf (https://code.google.com/p/waf/source/detail?r=876d640d718bb73c87f0ccda80b92f49c8f5af2b) and we can just do a similar (trivial) update of local waf-tools/boost.py file (I believe we cannot take waf-provided file, since there were some custom modifications).
