Someone contacted me suggesting the addition of a sequence number in the OnOffApplication payload, to facilitate tracking of packets.   While tags can be used to implement this, tags are stripped when used e.g. with DCE cradle or emulation use cases.

I suggest to make this inclusion disabled by default and enabled by a new attribute.

I don't see any reason to not do it.

Moreover, there's no real reason to keep this feature off by default, it's just 12 bytes long.

I could probably be convinced but I think it needs to be looked into (any backward compatibility issues)?
