Detailed Description

Make sure that Ideal rate manager is able to handle non best-effort traffic.

The scenario considers an access point and a fixed station. The station first sends a best-effort packet to the access point, for which Ideal rate manager should select a VHT rate. Then, the station sends a non best-effort (voice) packet to the access point, and since SNR is unchanged, the same VHT rate should be used.
